Start out with 'who'. You could even do a question starting out with 'who'
Who are you?
Who stole all the cookies?
Who took the last cookie out of the cookie jar?
Stuff like that. ;p
right!
As for 'whom', it can be tricky but some examples are "You gave the cookie to whom?' or 'To whom it may concern'.

an example of effect would be "The medicine had a bad effect on him and caused him to get hives." Affect would be: "She took the news of her hurt dog with little affect."
