What does liebe zum Schlüpftag mean? When would you use it or who will you use it to?

Sorry, I'm not quite sure what it exactly means. Schluepf sort of means "to slip", so I guess it's a crude way of saying congrats on slipping out (of you know where), meaning the day you were born. I guess it's said between close friends maybe?
