Im pretty sure its D It basically originally stated that the United States would oppose any nation that tried to set up a new colony in the New World (North and South America), but it would not cause rebellions in already existing ones. Europe would have simply ignored this because the United States had no/little military force to back it up, but Britain supported the Doctrine, thus it was successful.
