it's not B, C, or D so I'd say it's A.

it's not B because there was the franco-russian alliance that lasted from 1892 to 1917. WWI began in 1914, so they were allies prior to WWI. it's not C because there was the dual alliance which was a defensive alliance between germany and austria-hungary which began in 1879 and ended in 1918, so, again it began prior to WWI. and it's not D because russia and serbia have had diplomatic relations since 1838. so they didn't want to want to mess with that, especially because they had a bunch of treaties, protocols, and agreements signed in the past.
