if the ray bisects the angle, then the 2 smaller angles are equal in size. 

or 

$$\angle QRS = \angle SRT$$

by knowing that fact then you know 

3x8= 9x - 4

and you can solve for x. 

the problem is that I don't know ehat 8 represents in QRS
