Hey bro, the Wilmot Proviso was designed to eliminate slavery within the land acquired as a result of the Mexican War (1846-48). Soon after the war began, President James K. Polk sought the appropriation of $2 million as part of a bill to negotiate the terms of a treaty.

It help caused the civil war because it was at many times called up, debated, and voted on repeatedly for years. And this debating and voting angered both sides because one wanted one way of it, and the other side wanted the other, aka the North and the South.
