Are you gonna call me out again? I don't play little kid games. But without using your formula you'd get 234 million. Finding the difference in population between '99 and '91, then dividing by 8 to get the per year population increase. Per year it increases by 250k. So in 4 years between '99 and 2003 it's + 1 million.
