Are you gonna call me out again? I don't play little kid games. But without using your formula you'd get 234 million. 

Finding the difference in population between '99 and '91, then dividing by 8 to get the per year population increase. Per year it increases by 250k. So in 4 years between '99 and 2003 it's + 1 million.

You might wanna find out how to do it with the formula if it's not virtual school, cause if they ask you to show work or explain you'll need it btw. But for now, I hope that helped you
