"the theater can hold no more than 150 people" this means that the sum of students (x) and adults (y) cannot be more than 150 so... x+y <= 150 is one constraint represented by an inequality

"every two parents must bring at least one student" so if you have 2 parents, you must have at least one student 4 parents ---> at least 2 students 6 parents ---> at least 3 students 8 parents ---> at least 4 students 10 parents ---> at least 5 students etc etc in general, if you have y parents, then you must have at least x/2 students, so x >= y/2 and you can rewrite that as 2x >= y which turns into y <= 2x
