The converse of a statement in "if then" form is obtained by interchanging the "if" and "then" parts of the statement.

If it is raining, then it is cloudy <---true converse: If it is cloudy, then it is raining <---not necessarily true

Notice how "raining" is interchanged with "cloudy." This is sometimes called "vice versa."
