Is it reasonable to propose that one could genetically alter a virus-particle in such a manner that it could benefit health? For example, a virus altered so that 'infected' individuals experienced an increase in insulin production, for diabetics.

Well i m not certain about viral particles but yes it is possible to alter microorganisms like bacteria and yeast in favor of human beings. Most of the artificial insulin production in today's world is achieved by genetically modified e.coli strain.
