Movie star simply describes him. Yes it is a noun, however it is not a proper noun.

The doesn't need to be capitalized, however "bowl" does because "Super Bowl" is a proper noun. C would be right because the name is capitalized on both Franklin, and "The New Deal" because that's the name of the act :)
