The best thing I can say is that it appears to me as though the one line goes through the sphere at point B and touch point D. As opposed to appearing as tangents.

It's hard to say, but one line goes through BD. that one is not a tangent

...Whenever I ask for something starting with "Can" , I am corrected to use "May"... Therefore, I believe the grammatically correct term is "May"..

tangents only touch the sphere at 1 point. the line that goes through it is not a tangent. so yes, only 2 tangents
