why is a test tube better designed for heating liquid than a graduated cylinder

I imagine it's because the base of the graduated cylinder has a large wide base that the test tube doesn't, meaning that it would take longer for the cylinder to heat up due to the extra material compared to the test tube.

Graduated cylinders are not made to be heated. If you use them that way, they are likely to shatter.
