It is a garage sale is the hypothesis. It is Sunday is the conclusion. The converse reverses the implication, so the conclusion of the original becomes the hypothesis, and the hypothesis become the conclusion. The inverse is formed by "not"ting both the hypothesis and the conclusion of the original statement, so not the hypothesis of the original statement becomes the hypotheses of the inverse and not the conclusion of the original statement becomes the conclusion of the inverse.
