How do we get people to stop asking random questions, or asking questions in the wrong subject?

Inform them about their mistake. If they still continue doing the same thing repeatedly, report them.

i actually posted a question on a wrong subject by an accident because its hard to use Open Study on a mobile device but yea you can just warn them because its impossible to get rid of something you hate especially on the INTERNET.
