The first cervical vertebrae is called the atlas (C1) The spinal cord runs through the cervical vertebrae. Ventral root means motor root, so this nerve affects the movement. Right root controls movement in the right side of the body because the point where the 2 fibersof the spinal cords switch (decussation of pyramids) lies above the atlas.

Well you are sure that it will affect the control of muscles, so it cannot be B or D. The right side of the ventral root is damaged right below the head in his neck. I would say it'll affect movement in the right section of his lower body, but that's not an option. If I'd get this question I'd go for C, because it's unlikely he'll lose the movement in all his lower extremities. I'm not 100% sure though, this is not my field of expertise in biology :P
