Generally, I would consider that accurate--but overly simplified. Science and Tech go together in an iterative kind of way. 

We want to know something(sci)-> we make something to help/explain (tech)-> this helps us explain or ask new question (sci)-> this develops something else (tech)... and so on
OR
We have a tool (tech) -> this lets us ask a question (sci) -> new tool (tech) -> new question (sci) ... etc
