Cuba and Puerto Rico were both spanish colonies, one however was accepted as part of U.S. as a common wealth (Puerto Rico) The other....Cuba is embargoed...that's why things like Cuban cigars are illegal....panama we have a canal there to help ships get from Atlantic to Pacific and vice versa quicker...Mexico is an entirely different and independent country.
