The definition of a subordinating conjunction is a conjunction that joins a dependent clause to an independent clause.  For example, look at your sentence.  One of these clauses depends on the other.  You can change the order of the sentence to understand what is connecting the two parts:

I will help you with your homework      if          you have finished washing dishes.

When you put it this way, it's easy to tell which word is joining the two clauses.
