Why do all of the questions always say 3 hours ago?

I do not know why it always would.  This one says different numbers than that.

Happens when your system time is not synchronized with the server time. I've had it a few times, resetting the time in windows settings did the trick for me. 

Another cause of this could be the use of proxy servers, the server would think you're in another timezone and thus displaying the wrong time (since the post time will be compared with your system time). If you post something and in your IP location it's 3 hours later, the server will always display 3 hours ago on every question.
