my friend said he believe they should serve the time. it also depends on the nature of the crime. I think it is better to rehabilitate offenders than to punish. The nature of the crime will determine how long and the kind of rehabilitation. It is also very important to look at the "whole" person. Basically the punishment should fit the crime and rehabilitating an offender is not soft on crime. The association and new experiences can contribute to reform. i don't really know.
