What does Lincoln mean when he says soldiers gave "the last full measure of devotion"?

Lincoln says this in his Gettysburg Address. Basically, he wants to ensure that all the people who have died during the Civil War do not die in vain. They gave their lives (or their last full measure of devotion) for the preservation of the United States.
