Because carbon monoxide is actively toxic. It combines with the hemoglobin in blood causing the hemoglobin to no longer be able to carry oxygen around the body.
Carbon dioxide is not actively toxic. It merely displaces oxygen in the air when it is present in high enough concentrations.
