centrifugal forces aren't real forces so they can't do work.It is type of pseudo force in the frame of the body in circular motion.It is just a tool to solve problem in that frame (non inertia).

|dw:1409502713191:dw| thats the direction of E field.. in this configuration, don't u think the charges can be in equilibrium ? the positive charge experiences a force towards the right due to the E field, and left due to the -ve charge.. so its possible for certain particular vaues of E and q, and the distance, these forces can cancel right?
