I think its a bacterian mRNA that codes for multiple enzymes that metabolize lactose when glucose is low.
Correct me if im wrong....its been awhile!

any operon is a set of genes which has a common promoter and these genes code for enzymes utilized in a same or similar pathway. lac operon as stated by praetorian is made up of 3 genes.
