Why have historians referred to the Mediterranean Sea as a "Roman lake"? It was as large as any lake in the world. It was completely enclosed and controlled by the Roman Empire. It extended from Spain in the west to Syria in the east. Only Roman citizens were allowed to fish in it or swim in it.
