Among is preposition and leaves is object of preposition... but the think is u can have a preposition without a action verb like nibbled is the action verb of the sentence..

Cause if u transpose the sentence it will be Two squirrels nibbled hungrily, among the fallen leaves.  nibbled is action verb u see. cause if u have a linking verb and a preposition that wont work cause the linking verb is not an action verb. Get it
