This means, that he believed our knowledge came primarily from our experiences. One of his notable ideas was, that we were born with a Tabula rasa (Latin: Blank State). What this basically means, is that we are born with a blank state, and we learn from our experiences. John Locke is also considered "The father of classic liberalism", due to his political philosophy, thoughts on property, right to life, liberty etc. It is rather hard to answer a question like this.
