A paragraph outline is simply like a list of what you're going to write in your paragraph. You don't need to have complete sentences either because it's just an outline. Usually you need like the topic or main idea first then under it have a specific detail then udner that put like facts and descriptive words. Do that until you have enough then end with a concluding sentence.

So I'd go with B since you need the topic or main idea first, and then the rest goes in order.

Well, if you look at it, it can sorta go both ways, but I would highly recommend B. But you are correct, and outline is a short summary based on what your going to be writing, but it also goes in chronological order.
