What is the difference between a ratio and a fraction?

OpenStudy (perl):

I believe a fraction is a special type of ratio, the numerator and denominator have to be both numbers (of the same unit). but a ratio can have different units. for example speed in miles per hour is a ratio (different units). but a fraction usually does not have units is just a number like 2/3
