How to stop this... It needs attention of the admins of open study... What should be done, when a mod is unable to stop anyone who is breaking the rules, like what happened today...

@Abhisar oh sure it is. The website is actually just an interface to use the server. The server executes all the requests, like a chat message, a new question, a fan. You click in the interface, the interface sends a request to the server through javascript in the console of the browser. You can manually insert those requests in the console to make the server think you clicked somewhere on the site. I can make a new question in the chrome console, it's easy. But this guy bypassed the restriction of 1 question per user per section somehow. Normally the server would return an error because there's already a question open.

i dont know about evading suspension, but yes you can ask more than one question at a time. Many users using the ios do that.
I wonder how the site keeps track of users. He could have simply been using a proxy and changing IP and/or changing his mac address. I bet that the mechanisms for tracking these things is pretty lax.
This person is actually a very old troll. Also you can ask multiple topics in a sections long as you pick different sub topics each time in the section so lets say math you pick algebra, and ask a question and then you can pick calculus and ask another question and both of them will appear in mathematics section.
But the way this guys doing it, I have no idea...
