If you play Knockout with 20 people, the person standing behind what number will win? Design a method to make it easy to solve the problem. Could someone please help me understand this problem?

It's a basketball game where the two in the front of the line people each get a ball. One person makes a shot from the free throw line, and after they shoot the ball the person behind them (with the 2nd ball) tries to make a shot. If the second person makes their shot before the first person can, then they win. If the first person makes the shot first they go are still in the game.
