Which best explains why the rulers of early civilizations expected people to pay taxes for projects like building canals and city walls? The people were under the ruler's control and had little say in what he requested from them. These projects would benefit the society as a whole so citizens should contribute to them. The people were the ones who asked the ruler to take on these large projects. These projects were too expensive for the ruler to pay for by himself.
