How many significant figures are in 0.0350

3 significant figures. Any trailing zeroes to the right of a decimal are considered to be significant figures. The leading zero after the decimal isn't. This may not seem intuitive, but converting the number to scientific notation makes it less ambiguous. 3.50E-2 looks different than 3.5E-2, but both are technically the same number.
