I see �'s appearing when symbols aren't rendering properly, - things that used to rendered just fine,

That's a problem at your end. So I don't think OS can do something about that :(

i guess so, when i type the degrees symbol ° for example {[shift][alt][8]} it comes out like this

Yeah this same problem has been happening to me as well, but as Abhisar mentioned refreshing works, but on your drawing I can see the icons, quite weird there lol.

Hm, I think this is a countermeasure to the special character issue we had in the past. They automatically get translated to those questionmarks after you post the image. Also usernames with those characters are now displayed with the boxy thingies. ✔ ❤

Consider that if everyone is experiencing this delay in rendering special characters, it might be possible that it is not on a user-end, but rather on the server-end.
