It would not transcribe.

^ adding on to what abb0t said...... HIV is a retro virus that ONLY contains viral RNA. Without the Reverse Transcriptase, it will not be able to make viral DNA, which is added into the host's DNA by intergase (enzyme). So in conclusion......the virus will not be able to infect the host! Woot!
