God does everything for a reason and a purpose. Actually the one who actually does bad things is the Devil or a person who wills to do evil. God allows everything that a person wills because He gave humans the will to choose to do evil or good. Many times God will intervene, but we don't understand His ways a lot of the time. God will also allow horrible situations in a person's life just to reach them.
