The Greek city-states had similar culture and language. However, they were often at war with each other. Why were the Greek city-states rivals? They competed for trade routes in Asia Minor. They were all trying to join the Roman Empire. They could not agree on laws that would unite them into one country. They were independent, and each had its own self-interests.
