A total naval blockade of southern ports was supposed to bring the South back in the Union. Scott's "great snake" would blockade the South's ports and control the Mississippi River.

The act divided the South into five military districts and put officers in charge of making sure states rewrote their constitutions. The act prohibited individuals from joining the military unless they had been pardoned for supporting the Confederacy.
