A and B don't have any connection to the passage.  D doesn't work because the passage clearly states that Holmes would have been proud, he was not involved though.  

So C is the only reasonable answer since a cop was involved and it was possible that he was the one who came up with the idea of attending to catch him when the woman mentioned the tickets.
