Argue why electric field lines in the form of concentric circles, in which the electric field vectors are circulating counterclockwise, cannot be attributed to electrostatic sources.

Positive charges are sources of electric field lines, and negative charges are sinks of electric file lines. For a circulating field, the charges would have to be moving, -> electrodynamics, not electrostatics
