I've read online, the British monarchy is also the head of the church, and the Japanese emperors believed to have descended from the gods. Also, you say that most kings rule by "divine right". I suppose these could be similarities between a monarchy and a theocracy.

There are a lot of theocratic overtones in Monarchies. For example, Europeans kings rule by "divine right". The monarch of the United Kingdom for example, is also the head of the church. 

The Emperors of Japan made claims that they descended from gods.
