A water molecule consists of two hydrogen atoms, and one oxygen atoms. When the three bond, the resulting molecule becomes polar (since oxygen has more of a want for electrons) because of this the oxygen atom pulls the electrons to itself. So to answer your question, hydrogen acts positive, and oxygen acts negative. Hope that helped you out ^^
