say $124 is equivalent to 100% of the tuition as it is based on 2011-2012. it became $134 by 201-2013. How much then is the difference?

you'll have 134-124=?

OpenStudy (shinalcantara):

that makes 10 as the difference.. since we'll consider 124 having that 100% value then getting the percentage for the increase you'll have 10/124=0.0806. multiply by 100 to have it on percentage basis, so the increase would be 8.06%
