suppose you had a hypothesis that gravitational attraction varies as the inverse square of separation. you could test it at various distances and if it was found to be true at those distances, you would have more confidence in your hypothesis but there would always be the possibility that the hypothesis might not work at some new distance that you haven't tried yet, maybe very large or very small . . . .
