You should be able to set the encrpytion function with the info given: \[c=m^e \mod n \] c is the encrpytion on m m is what needs to be encrpyted which is 3 in this case you are given the encryption exponent e which is 5 n is given as well 133 you have all the variables there you just need to find c by evaluating the mod expression
