It would be instantaneous speed because there may be a flux in speed of the tornado. Its like a car travels a average speed of 20 mph but slows down to a stop sign and speed back up to 20mph.

OK thinking about it, it would be average. That is because it just is stating the speed its going and doesn't include any fluctuations in speed. Sorry for that mix up.
