what underlined digit?

Since your number is 0.378: the 3 is the tens place, 7 is the hundreds, and 8 is the thousands. You round up if the number following your underlined digit is 5 and higher, and round down if the number following your digit is 4 and lower.

Round 0.378 to the place value of the underlined digit. 0.3 0.4 0.38 0.37

Not trying to be rude, but this is the easiest thing ever. I learned this in first grade.. But since 3 is the underlined digit, and you round up if the number following your underlined digit is 5 and higher, and round down if the number following your digit is 4 and lower, your answer would be C. It's 0.38 since: 0.378 <-- the eight is higher than 5. Do you understand?
