The Holodomor was a famine in the Ukrainian Soviet Socialist Republic and it killed a lot of people.
I know the answer, but the answer is sort of it's own explanation. So one of Stalin's main goals was to collectivize agriculture, and the official stance of many countries is that the holomodor was an act of genocide, thus the "justify" in the question. The official stance is that the holomodor was to stop protests. So the answer is B.
