I'm writing an essay about why the articles of confederation were ineffective and my evidence has to come from the article we read. The class highlighted this paragraph as a fail (i will write it in a second box)... why would it be considered bad that the states gave preference to American goods in their tariff policies?

During the Confederation period, the young American nation was in economic and political chaos. The end of the war had a severe effect on merchants who supplied the armies of both sides and who had lost the advantages deriving from participation in the British mercentile system. The states gave preference to American goods in their tariff policies, but these tariffs were inconsistent. America was desperately short on hard cash.
